Pourquoi criminalisent-on tellement le commerce de la drogue d'abord et ses usagers ensuite? Et, surtout, cette criminalisation à outrance est-elle la meilleure façon d'affonter et de combattre les crimes et les problèmes liés au trafic de drogue et à l'addiction? Sans toutefois céder à la facilité de la légalisation totale, il y a peut-être un juste milieu à trouver qui implique forcément la responsabilité et le devoir civique de chacun. Un gouvernement éclairé et, qui plus est, doté des moyens financiers de le faire, devrait avant tout instruire et éduquer, plutôt qu'interdire et punir aveuglement, voire écarter encore davantage des populations qui vivent déjà dans les marges de la société. Culturellement et médicalement, nous avons pléthore de raisons pour rejeter les drogues: certaines personalités peuvent être affectées de telle manière qu'elles deviennent dangereuses (bien que le danger soit souvent seulement envers soi-même), les drogues nuisent à la productivité (bien que certaines semblent l'accroître au contraire, tout du moins sur le court terme) et surtout ces substances semblent nous transformer d'une manière qui n'est jamais totalement élucidée, elles relèvent aussi en quelque sorte de notre part d'ombre enfouie dans les connexions chimiques de notre cerveau, mais pas seulement.<br /><br /><a href="https://blogger.googleusercontent.com/img/b/R29vZ2xl/AVvXsEjCoy8AyrqkxjOjJa5o_FKYg6ht97f_wMS9uOxgsgvwpFCT401YopDqUQR8W-mRNkbywYbvbD85DGTWWPuTsUZkzKnrXyQCj5EwZQe2Uvcswpa0zgRR-ZZNFwe2B0ib09-ZwUvkbSXbMWaC/s1600-h/heroin_flyer104540--300x450.jpg"><img style="margin: 0px 10px 10px 0px; width: 268px; float: left; height: 353px;" id="BLOGGER_PHOTO_ID_5423552204044336498" alt="" src="https://blogger.googleusercontent.com/img/b/R29vZ2xl/AVvXsEjCoy8AyrqkxjOjJa5o_FKYg6ht97f_wMS9uOxgsgvwpFCT401YopDqUQR8W-mRNkbywYbvbD85DGTWWPuTsUZkzKnrXyQCj5EwZQe2Uvcswpa0zgRR-ZZNFwe2B0ib09-ZwUvkbSXbMWaC/s400/heroin_flyer104540--300x450.jpg" border="0" /></a>Je tiens ainsi à citer l'initiative du Département de la Santé de New York qui vient de faire publier un fascicule de 16 pages à l'intention des héroïnomanes. Intitulé "Take Charge, Take Care", c'est à la fois un guide de prévention et d'information qui donnent 10 conseils et mesures contre les risques d'overdose ou de contamination dues aux mauvaises manipulations des seringues, aiguilles, produits, etc... Ce livret fait l'objet de lourdes critiques car il est perçu par certains comme une incitation à prendre de l'héroïne. En effet, certaines pages ne sont surement pas à mettre entre les mains les plus jeunes, on sait combien les gosses sont aptes aux expérimentations les plus crétines et dangereuses mais il me semble tout de même que c'est mieux que de fermer les yeux sur des pratiques qui existent et qui sont nuisibles car clandestines. Les éditeurs de la collection sont Nicoals Standaert et Ad Dudink (Université de Louvain) et Nathalie Monnet (Bibliothèque nationale de France)<br /></div><br /><div>Tous les textes reproduits ici ont été publiés ou écrits avant 1820, et sont uniques ou très rares. La présente publication reproduit quelque 190 textes, qui ont été classés par sujet. Ils reflètent les préoccupations des publications chinoises sur la science occidentale et la religion aux XVIIe et XVIIIe siècles. Ces écrits couvrent un large éventail de sujets tels que l'anatomie, la philosophie aristotélicienne, la géographie et l'astronomie, ou encore un traité sur les tremblements de terre, des biographies des missionnaires et les convertis, des mémoriaux et des édits.<br /></div><br /><div>L'histoire de la collection chinoise conservée à la Bibliothèque nationale de France s'étend sur trois siècles. Les quatre premiers imprimés chinois entrés dans la Bibliothèque Royale en 1668, grâce à l’achat de la collection de Mazarin (1602-1661). Plus tard, en 1684, Philippe Couplet S.J. (1624-1692), accompagné par un converti chinois, Michael Shen Fuzong, offre plusieurs volumes à Louis XIV lors de leur audience avec lui à Versailles.<br /></div><br /><div>En 1697, la Bibliothèque royale ajoute une importante collection de livres chinois: 312 fascicules cousus, portant sur 22 titres, que Joachim Bouvet S.J. (1656-1730) rapporte de Chine. En 1700, à son retour de Chine, Jean de Fontaney S.J. (1643-171) ramène d’authentiques écrits de cour publiés par l’Imprimerie impériale située dans la Cité Interdite. En 1708, 113 nouveaux volumes, de très belles éditions en mandchou, sont incorporés à la Bibliothèque. Rédigé en français, le premier catalogue de ces écrits a été établie par Huang Jialüe (Arcade Hoamge ou Hoang), quelques mois avant sa mort en1716. Huang est né en Xinghua (Putian) dans la province de Fujian en 1679 et élevé par des missionnaires pour devenir prêtre. I had been asked then to contribute an article on that subject and I chose to describe and analyze fear in the zombies and post-apocalyptic movies of Hollywood from the last two decades. I have to confess that I suffered a bit while 'doing my researches' on the subject as I had to watch in a relatively short time a bunch of movies starring living-dead people and pandemics, which were quite of unequal quality. Finally I made my choice on these 5 movies: <em>Outbreak</em>, <em>Twelve Monkeys</em>, <em>28 Days Later</em>, <em>Resident Evil: Extinction</em> and <em>I Am Legend</em>. But everybody's ability to adapt one self to an alien environment is not so flexible. Some might just bring along with them, their items, their different habits of the previous life they have been accustomed to during twenty, thirty, fourty years... Some will just try to recreate the exact same life they were living <em>back-there</em> and no one can blame them for doing so because nobody questions the need "to feel home".</div><div align="center"><br /></div><div align="left">Living in Taiwan for more than four years now, I realize that Taipei is now my home <em>de facto</em>: I work here, have my bank account here, my social insurance, some friends...People say my Chinese is very acceptable (although I keep thinking that my Chinese is never good enough), I can perfectly cope with my life here. But still, I don't know what is a real home, is it that mental edifice that puts a roof above my head and walls around me? Is it the place where I feel warm and protected? Could it be the territory of my ancestors? But where are my ancestors after all? The history of my family is like scattered pieces, a real puzzle and "casse-tête chinois". Being in Taipei and rubbing myself with Chinese culture, I think I can understand a bit better my mother but I am not yet convinced that I am <em>home. </em>Physically, I don't have any home in Paris except my mother's one which is also my childhood's one. </div><div align="center"><br /></div><div align="center"></div><div align="left">The place I call Home might still be imaginary but it is as real as a poem. Phnom Penh is nothing like anything I’ve ever seen in Asia. Moto-dops and tuk-tuks dominate the roads. Speeding is no longer a question but rather the licensing of underage drivers, and the flooding of streets after heavy rain does not help the situation. Just two days ago I conducted my highly-anticipated interview with Francois Ponchaud, author of ‘Cambodia: Year Zero’ and the first to have spoken up against the Khmer Rouge in 1975. We spent the afternoon in a dimly-lit classroom where a barefooted Ponchaud spoke to me of </span><a href="http://www.erenlai.com/index.php?aid=2458&lan=3"><span style="font-family:georgia;">the past </span></a><span style="font-family:georgia;">and </span><a href="http://www.erenlai.com/index.php?aid=2459&lan=3"><span style="font-family:georgia;">the present Cambodia</span></a><span style="font-family:georgia;">. Il y a deux mois, à un dîner d'amis, alors que je bavarde avec mon voisin de table, nous nous rendons compte mutuellement que nous habitons sur les deux flancs opposés de la même montagne; en guise de plaisanterie, nous nous proposons de nous retrouver un jour au milieu de cette montagne.<br /><br />Il y a deux semaines, alors que je me remettais d'un week-end agité par une marche revigorante dans la montagne derrière chez moi, je rencontre précisèment ce même français à l'endroit que nous nous étions dit et sans nous concerter. En même temps, un ami espagnol rencontré à Taipei mais habitant maintenant à Barcelone rencontre dans une fête mon frère en goguette hors de France pour quelques jours... Je ne peux que reprendre le message de mon pote: "le monde est un mouchoir" (el mundo es un panuelo).<br /><br />En fait les statisticiens et faiseurs de probabilités disent que ces rencontres "improbables" sont de simples coïncidences dûes aux lois des "très grands nombres". Ainsi par exemple, il y a de fortes chances qu'un inconnu rencontré lors d'un voyage connaisse aussi une personne qui vous est familière. Comment cela est-il possible? Mettons que deux personnes lambda connaissent 1000 personnes chacune, sur une population de 50 millions d'habitants, elles ont 1 chance sur 50000 de se connaître; les probabilités augmentent encore davantage qu'elles aient un ami commun (1 sur 50) et il ya 99 chances sur 100 qu'elles soient reliées par une chaîne de deux personnes.<br /><br />Cependant, ces réponses mathématiques peuvent paraître décevantes au vu de la complexité du réel. Finalement, la manière dont nous interprétons et vivons ces événements a priori fortuits, n'est-elle pas plus intéressante? And what could better praise imagination than her poetry? Emily Dickinson who chose to seclude herself at the age of 30, wrote more than 1770 poems. She reminds me -maybe wrongly - of Marcel Proust who achieved his masterpiece enclosed during 15 years between the walls of his room, which he had beforehand soundproofed.<br /><br />Stimulated by the eRenlai Springtime Focus, I decided to let my imagination run... but not too far! Actually, it just went in the hills behind my house. <a href="http://www.erenlai.com/index.php?aid=1812&lan=3">Roy Berman</a>, a friend and also a contributor to the magazine, had come to visit me last summer. Later on, he sent me pictures of the slum and of the graveyard located in the other side of the hill where I dwell. I composed then a post-apocalyptic story after his pictures, trying to depict the routine of an old man who uses his imagination to replace his lost memory. Alice qui travaille pour eRenlai avec nous depuis le mois de Décembre est elle aussi une banane de provenance très exotique et peu commune car elle est née à Taiwan (dans la ville de Hualien sur la côte est), elle a grandi en Namibie et en Afrique du Sud avant d'aller faire ses études en France et de revenir s'installer à Taipei ! C'est intéressant de comparer les expériences et aussi la sienne. J'avoue qu'il y a parfois des inconvénients à être une banane à Taipei car les étrangers en général possèdent encore (mais pour combien de temps !) une aura particulière. Mais je sens aussi que c'est un grand avantage de passer inaperçu, d'avoir la liberté d'être considérée d'emblée sur un pied d'égalité et non pas comme un être <em>a priori</em> différent.
